LOTRO Fan Site

I have posted on these forums before, in different sections, however I cannot post anywhere besides here? I have had my account for a few years and have had this forum account the same amount of time. I tried to read all of the rules/guides to the forums and cannot find any reason why I should not be able to create a new thread or even post anywhere else. Could anybody shed light on this? I have an issue that is more discussion based rather than direct support that I would like to find more information about and why this is happening (major FPS issue, ~100 FPS lower than 2 years ago, exact same computer specs, just windows 8 instead of 7. However it was still just as bad (if not worse) before windows 8 a couple weeks ago. Used to run very high at 60 FPS and medium at 120+, now I can hardly run on low at 45 FPS with choppyness, regardless of the zone.)
